They are made up of beings recruited (by choice or by force) by other Space Peacekeepers. They mistakenly imprisoned Kirk after the day the math died. After Kirk escaped, they decided it was not really worth perusing such a powerful entity and instead focused their efforts on recapturing and executing Senor Jordan, which they did. However, he was revived with the help of Lucas.
